How many legs has a dog, if you called the tail a leg?

In case you think “five”, well the answer is four. The fact that you call a tail a leg does not make it a leg.

This catch question goes back to Abraham Lincoln and was recently used by Thomas Sowell to explain the utter nonsense of several kinds of government programs. With particular emphasis he explains why stimulus packages often achieve anything but stimulating the economy. Even if you only have a modest interest in economics and politics, read it.
